Loren,I am wondering if real estate in PA (a rental property) owned jointly with spouse can be at risk if only one of us had a judgement against us from a civil law suit

If the deed does not specify then it is as tenants in common. A creditor of one spouse could force a sale. You may want to consider putting title into a corporation or LLC to protect it and segregate it from other assets.
