Is it a law that only a member of the board can do gardening

Customer Question

Is it a law that only a member of the board can do gardening at a condo site? I planted palms etc. around our condo seven years ago and have cared for them since. Our new president of the board told me I am not to touch any plants and forbade me from keeling the debris off the trunk of the claims. This last week he pruned a butterfly bush so severely that it is dead. Just so sad as 5 out of 16 units have sold in the past year because of him.
