Are there any DC laws regarding the manner in which the carrying (a/k/a "maintenance fees") can be determined in a co-operative incorporated in Maryland but located in DC?

Management of cooperatives is determined privately. So there is no statute that determines what is reasonable or not.

However, if the Coop is charging fees for services and are not following their internal governance procedures (improper elections, failure to hold meetings, etc.) - or if they are charging for services that they are not actually providing the services they are charging for - then you have a basis to sue the coop in civil court for breach of contract.

But there isn't a statutory determination as to what these fees must be.
