If i am connected to an illegal sewer that i have been in for almost 50 years and the city said i can connect it at the streer line to the legal sewer in the middle of the street who is responsible for the costs done in the city streets.

Unfortunately, the connection to the legal sewer line is the responsibility of the customer, not the City. Even though your connection has been in place for 50 years, if they are requiring you to connect to the legal line, that cost is borne by the homeowner not the city.
