HOA resident manager confronting an 80 year old homeowner, at her home, and hand served a violation notice that the plants in her yard are taller than the six foot fence. The elderly homeowner felt being harassed and almost have to call emergency medical service, due to her heart condition. What can she do to protect herself? And, I as a board of director of this home owner association that employed this residential manager, what can I do?
