Can a contractor charge above and beyond for renovations without first getting approval from me?

Under California law, generally not. Unless the estimate says something to the effect that you agree up to 10% additional cost overruns etc.
If there is a real dispute, you can file a complaint with the California Contractors License Board and they will arbitrate for you without charge.
