Are RFP's in Maryland required for construction work to be performed by HOA?

Thank you for your question. Please permit me to assist you with your concerns.
That depends. If this is for the HOA directly, then yes, and request for proposal for construction has to come from the HOA. But if this is not a common area repair or improvement, and does not have to be approved by the HOA, the request can come from the homeowner. What governs are the CC&Rs which would list the extent of responsibility and likewise if the homeowner has to obtain approval or permission from the HOA first.
