If I am renting a business, and the owners are in the forclosure process, can they still charge me rent?

The answer is 'yes', they can still charge you rent. Since they are still granting you access to the property, you are required contractually to pay rent. Their own personal and financial trouble do not in any way affect your own contractual obligations.
