I'm in Texas and my neighbor wants to upgrade a current fence that divides his property and mine. His builder asked me if i woudl pay for some or half. It's a def upgrade from 6ft to 8ft ad board on board instead of the basic fence there
i turned him down, am I obligated to pay?

No you are not obligated to pay for an upgraded fence.
As to replacement of an equal quality fence, if you are in a homeowner's association, you will need to consult the covenants and restrictions.
