Hi and welcome to JA. I am Ray and will be the expert helping you tonight.

She needs the ex here to sign a quit claim deed.Assuming the ex will do this then that would complete transfer once she files the deed.
Ray :
If he will not do so here she would have to go back to divorce court and seek a court order for the ex to do so.

Assuming he will sign I can get you the quit claim forms..

The ex would be the grantor and she is the grantee.
Ray :
Once you file this is the county deed records she gets the original back after recording.
Ray :
If she has the deed already she can still record it.

So then she can send letter to executor of estate and copy of decree demanding the executor( called a personal representative in Texas) to sign it as part of probate.

She also has the option here to file a suit to quiet title in Texas.

This involves filing a civil suit and then the court awards her legal title.

She would have to serve the estate here.

Reference to quiet title.

This is certainly something that can be remedied here one way or the other.

She will need a local lawyer where the apartments are located.

At worst if the executor/personal representative cannot be located the suit to quiet title is a legal option here to get clear title from the court.
