The condo manager and/or the board of directors refuse to enforce the condo's rules and regulations concerning loud music after 11:00pm. What can i do to solve this problem.

Call the police every time the music is above the level allowed by the county code. then you and other tenants can also sue the board for failure to enforce the condo rules.
