had a bad loan with country wide I refinanced because of it . The prepayment penalty was 19000. do I have any recourse to get back some of this money

The prepayment penalty was in the contract at the time you signed the original loan documents, so I am not sure how you could get out of that at this point. I am also not sure what you mean by a bad loan.
