It's printing jibberish. And...I can't figure out how to

It's printing jibberish. And...I can't figure out how to change the settings on it or our weigh scale to make them talk to each other correctly.
JA: What's the make/model number of your printer? How old is it?
Customer: New Epson TM-U295
JA: What kind of computer are you printing from (Mac or PC)? What Operating System (OS) are you running?
Customer: No computer. I'm printing directly from a weigh scale indicator XK3190-D10P
JA: How long has this been an issue? What happened right before this popped up?
Customer: Haven't got them to work at all yet.
JA: Anything else you want the Printer Expert to know before I connect you?
Customer: All the instructions I've found online (with the exception of the small manual I got) are in Chinese.

Ok - can you unplug the printer from the power supply while the printer is on and hold in the power button on it for 30 seconds.

There is no button to hold. It's a switch that is either on or off.

I have done a systems check on it holding the release button while switching on. I get the following info:

Now, how are you connecting the weighing machine with the printer. Do you have a serial DB9 Male/DB9 Female 8C Null Modem Cable?

The cord I am using is (I believe) a DB9 male to DB9 male. Both the printer and the weighing machine have female 25 pin connections in the back. Someone I was talking to suggested that perhaps the weighing machine is parallel where the printer is serial. I'm not sure what that means but thought I'd mention it.

The printer is also Parallel as far as I know. Can you please unplug the power cord from the printer.

Press and HOLD the Power Key which should be on the right on the device for 60 seconds, attached a screenshot for your reference.

Plug in the power adapter but do not release HOLD.

Release HOLD and power on the device.
