Installed new Canon black cartridge, ink everywhere inside machine. Cleaned it best I could with Kleenex. Codes "P" + "3" + "0" flashing.
JA: Has your Canon done this before? And can you guesstimate how old it is?
Customer: No. Approx. 3 yrs old.
JA: What kind of computer are you printing from (Mac or PC)? What Operating System (OS) are you running?
Customer: PC running Win 10
JA: How long has this been an issue? What happened right before this popped up?
Customer: Ran out of black ink, never B4
JA: Anything else you want the printer expert to know before I connect you?

I don't know your printer's model #, but this is the general meaning of the error you are asking about:

The Paper Output tray is blocked, or something about it is 'broken', or perhaps it is simply closed.

Remove any object in front of the Paper Output Tray, and open the Paper Output Tray.

Then, turn the power Off, and wait 2 minutes or more.

Then after that interval or longer, turn the power On again.

If that does not help clear the error, then you may need to have the printer serviced. (If it less than a year old, Canon should fix it for free, under warranty terms.)
