I own a HP an Envy 7640. When someone tries to fax me something they always get a busy signal, even though the printer is not active. What is wrong or do I do not have something setup properly?

Can you tell me a bit more about the problem please:

1) Is this a dedicated fax line, or a shared voice/fax line?
2) Is this a landline from the local phone/cable company, or a VOIP service (vonage/magicjack/etc)
3) Do you have dsl service on the same line?

4) Are you able to SEND faxes?

3No. No dsi service.
4.No. Unable to send faxes.

Okay, as a test will you please disconnect the phone line to the HP, and plug in a regular corded phone, and test if you can get a dial tone on it, call out, and receive calls on it (voice calls), and let me know the results.
