Can you please remove the power to the printer (so unplug it from the power socket).
Then wait 10 minutes, connect the power again to the printer, turn it on and tell me please if it is now operating correctly.

ok, and you are getting the same issue with the cartridges you replaced if you put them back in correct?
ok, where the cartridges go into the print head, clean the bottom out, especially where the connections are made and the openings o the ink cartridges.
Let it dry, put the old ink cartridges back in and tell me if it is then functioning please
It is the print head that has faulted.
We have ruled out all other causes for this
