JA: Have you checked the Freon level?
Customer: compressor does not start
JA: What is the model/year of your Porsche?
Customer: 2007 911 turbo
JA: Are you fixing your 911 Turbo yourself? What have you tried so far?
Customer: connected gauge to low side and preassure is high
JA: Anything else you want the mechanic to know before I connect you?

if the low pressure is high its not going to come on. you need an ac manifold gauge set to check the high and low pressures.

the only other thing that will cause that is air in the system. I would have the system evacuated and vacuumed down and recharged. If that doesn't resolve the issue then the compressor is probably bad. If you have a voltmeter you can pull the ac clutch relay and jumper across the plug to see if the compressor kicks on.

THe car runs smooth and normal, perhaps the fuel cooler has leaked into the AC system?
