Hi Im David, thanks for visiting the site. what are the high and low pressures reading with the manifold gauges hooked up and the vehicle shut off?
have you added any refrigerant?
if the low pressure is high its not going to come on. you need an ac manifold gauge set to check the high and low pressures.
sorry my friend, but we need to know what the static pressures are before doing anything else. You dont want to guess, Im sure.
whats the outside temp?
if thats the pressures with the vehicle shut off then you my friend are overcharged.
those pressures should match the outside air temp

the only other thing that will cause that is air in the system. I would have the system evacuated and vacuumed down and recharged. If that doesn't resolve the issue then the compressor is probably bad. If you have a voltmeter you can pull the ac clutch relay and jumper across the plug to see if the compressor kicks on.
