In replacing grab bar and sleeves, I can't find technique

In replacing grab bar and sleeves, I can't find technique that allows either sleeve first, grab bar second or sleeve on grab bar first. I've tried lubricants but the flange enlarges when the bar is slid through the sleeve so I believe it should be sleeve in tub first and slide gab bar into it. But Ihaven't succeeded. Is there a trick?
