I have AquaPure 1400 Control Center. I'm not getting 22-28

I have AquaPure 1400 Control Center. I'm not getting 22-28 VDC to my back pc board then on to the salt cell.
JA: I'll do all I can to help. How long have you been dealing with this?
Customer: 2 weeks. Checked the voltages on test points for back & front pc boards yesterday. The transformer output voltage read 101.5 VAC instead of 75 VAC
JA: Do you plan on doing the work yourself?
Customer: Yes, it's pretty easy following Jandy test instructions.
JA: Anything else we should know to help you best?
Customer: Just why I am not getting the dc volts to the back board and to cell

What voltage ARE you getting between the center pin and either outside pin of the power cord - when it is plugged in? To measure this, lift it slightly off the cell so you can get your probes in there.
