I have a in ground pool that is kidney shaped with a raised wall on the back side covered with tile. The owners before us forgot to get the gap sealed after everything settled causing the tiles to fall off. is there a cheaper method other then redoing the tiles. maybe stucco or paint after resurfacing?

If you are referring to tiles at the water line i would suggest an 2 part mortar after knocking off anything loose. Use the mortar to make a smooth surface and then use a peel and stick border made for pools.

I would do what I suggested and then use mortar to level the wall and then do stucco above that.
