I have a Hot Spring Vanguard that I bought in 2007. The past couple of weeks the jets keep popping on randomly. Have "power cycled" it and at first this helped but now they pretty much run constantly.

It sounds to me like the Filter programming is in the wrong one. Every spa has a Filter Cycle mode and this determines how long the spa will run in filtering mode daily. Remember that the filter cycle is designed to run twice a day so if spa is in F2 mode then it will run 2 two hour cycles 12 hours apart. If you inadvertently switched the modes to say an F-6 or F-8 then it will run 12 hrs or 16 hours a day which will seem like it is running all the time, now some spas when in F-8 it will actually show a FC code and this means filter continuously so it will never shut down. You need to refer to your owners manual then check the programming modes to see which cycle you are currently in.
