Customer: I cannot adjust the heater because the pds will not pair with it

I think you might have a defective receiver, if several Jandy PDs don't and won't pair with it. It couldn't just be one PD gone wrong... provided you haven't had the whole system and the PDs on idle all winter season and neglected to check battery freshness in the PDs or replace battery/batteries in even one of them... ?

I changed the batteries to bothe the remote and the receiver. Still no luck. What next?

Did you test with more than one remote?

Or do you have only one remote to test with?

What is the exact message on the remote you have tested with?

I only have one remote. It is stuck saying "waiting"

Then either the remote, or the receiver that it interfaces with, is defective.

I'm not sure how to determine which, but examine the receiver also, see if there are any indicator lights, re-seat connections with power Off, then power On and try again.

Is there a way to bypass the remote and manually heat the pool while I am waiting to get this fixed? I tried all of that stuff yesterday

If the dials don't provide control, there probably is no way of getting control over it except through a different PD or a different receiver module.

It is the model LT. Can I start it manually

"Press and release the Mode button and select SPA or POOL operation, and it may manage to some extent by itself.

(But - is there a MODE button anywhere but on the PD ? that's the issue here.)
