I have a Aqua pro 1300 and I can not lower the temperature

I have a Aqua pro 1300 and I can not lower the temperature in my unit it is currently set at 98 degrees but the lower arrow will not lower the temperature to the 87 degrees that we want. Is it a bad touch pad or something else?
Just a little insight we just purchased the house and the unit was already installed

I'M not sure the max for the pool setting is 98 degrees and by the tag on the front of the unit there is a pool button and spa button a temperature up an down I tried switching to spa but it will not switch off of pool setting.
I wasn't sure if there was some sort of lockout feature that i am not aware of.

There should not be a lockout. Unless there is a remote of some sort installed.

Not to my knowledge there is a remote port but it looks like a black plug inserted in its spot

Likely 3-400 dollars. Unfortunately there isn't much aftermarket for that model you will need to contact aqua pro directly.
