OK well there are a few pros and cons to painting a pool instead of plaster here are a few:

Much cheaper

Homeowner can do themselves

Multiple color choices

Once a pool is painted you would need to sandblast paint off if you ever wanted to re-plaster

Pool will be empty for SEVERAL days if not a week, which leaves possibility of damage to structure

Must re-paint pool every 3 years to keep looking good

painted pools can be more slippery that plaster

Plastering a pool is more expensive but will take much less time and last for up to 15-20 years. painting a pool requires the pool to be emptied and dry out completely you need to paint the surface up to 3 times so a lot more work.

If budget allows always re plaster in my opinion.
