Caldera Geneva 2005 Hot Tub - gh Limit Switch keeps

Caldera Geneva 2005 Hot Tub - High Limit Switch keeps tripping. After GGCI power reset, have both Green LIM light and Red Heater Light. Can run both Main Pumps OK. Lower on panel get Red "Pumps ON" LED. Then High Limit Switch trips after two minutes, clear audible sign that it has tripped. Both LIM and Heater lights go out, but Pump Light remains on. It appears that the Circulation pump is trying to run as there is clearly audible and carry over vibration in the lower compartment. When I put my hand on the pump the vibration goes down. Question: High Limit switch can be tripped by the Heater going over limit, or Flow Switch failure? Can you jump the flow switch to see if this solves the problem?
