can you tell me if the pilot lights when this happens?

I seem to hear a "click", but no "whoosh" that tells me it has ignited. There is also no heat felt from the vents on top of the heater

sprk means the pilot is sparking to light the pilot.

ILO means it had an ignition lock out.

This could be:

No gas

No spark

Dirty pilot

Dirty sensor

Basically it is saying the unit did not light. Will you be checking these things yourself?

How do I Check them?

actually it is better to just go ahead clean them first. Remove pilot and blow out, use steel wool to clean pilot and sensor rod.

Remove pilot gas tube from gas valve and see if gas comes out when you try to start it.
