My Cal spa keeps overheating even though the heat indicator

My Cal spa keeps overheating even though the heat indicator light is not on. It got up to 109 last night. I realize it can fluctuate in the summer that seems excessively high. any ideas?

Are you getting any error codes on the topside control? Also, is the display showing the correct temperature of the water when it does overheat? The only other thing that can make a spa overheat, other than the heater itself, is if a pump is constantly running on high speed. Is that a possibility ?
