This can be caused by the yet or the line to that jet being clogged.
With all of the Jets turned off unscrew the jet and make sure it is clean.
With the jet still off Cut the water on and off for just a split second to blow any blockage out of the line .
Once you are sure the jet is clean screw it back in place and retry.
it should work properly.
This is the most common cause of this kind of problem.
There can be other causes so if this does not clear the problem check the line going to that jet for a water leak .
Low pressure to the line will cause it to not work properly and can be caused by either a blockage or a leak.
If this is the case with an in ground pool you might need to have a professional locate the problem for you
I would be glad to answer any questions you may have.
