VerifiedHi welcome to just answers my name is Ricardo. the lock notice you get on the radio is only for the radio and has nothing to do with the starting of the engine, it is very possible the battery when dead as your father was fixing the tail light. Have you try charging the battery and trying then to start the engine?
the radio will probably continue to show the lock sign even after the car starts , to fix that you need to enter the code on the radio this code may be on the owners manual follow directions to reset.
