The most common problem with the parking brake not engaging on these cars is the ratchet assembly inside the rear calipers. If you can see everything moving when you apply the parking brake IE cable and lever on rear calipers moving but not engaging the brake first try is resetting the ratchet assembly inside the rear caliper. You can do by removing the rear wheels, removing only the rear calipers (not the bracket that holds the pads), you will need a tool to spin the piston back into the caliper resetting the ratchet assembly. Reinstall the caliper and pump the brakes up several times to reset the piston back to the pads. If the parking brake then holds fine you are done, if not then one or both if not locking calipers will have to be replaced
