Will the engine crank at all? ClicK?

Can you verify that you are getting voltage to the S terminal (the small terminal) of the starter when the key is turned to start?

If you do not have a security light I dont think you have a security issue

I can jump the starter and it works but car still won't crank

You have your test light lights on s terminal when you attempt to start?

there is nothing there. Have had a volt meter on it

Can you locate the Starter relay and check for power at the terminals and let me know where you have power there when in start position?

The relay has numbers on side that signify terminal numbers

If you use a jumper wire also attempt to jump 30 and 87 and see if it cranks. It probably will not start

SO we know you have power at 30. Do you have power at 85 and ground at 86 when in start position?

Ground comes and goes 85 86 is good

What can you do to make the ground constant? The ground is supplied by the PCM.

Verify that the PCM ground is good. It is located at the transmission down by the starter. MAke sure clean and tight
