My interior lights come on aswell as the dinging but the van doesnt start. Battery full charge and starter is good. Could it be the voltage regulator?

There are quite a few things that could be causing your no start condition. I'm assuming the starter doesn't engage. It may be as simple as a blown fuse or the starter relay, it could be an ignition switch or wiring issue, a transmission range sensor related problem, or the powertrain control module may not be awake.
Does the fuel pump run when the key is first turned on?
Does the PCM communicate with a scan tool?
