Resolved Question:

1999 Pontiac Grand Prix - the check engine light has come on and no one can read the computer under my dash. I checked all of the fuses and they are good.

At the Instrument Fuse Panel, check voltage on "both" sides of Fuse "CIG LTR"

This powers the DATA Plug.
Otherwise, there may be an issue with the vehicle Computer & DATA Signal
Without scanning vehicle for Trouble Codes, you will be just guessing.
AutoZone will scan for Free

My fuses are under the hood not under the dash. Are you saying that the fuse to the cigarette lighter controls the plug under my dash? The wiring inside of the fuse is supposed to look like what? Straight or rounded?

If this is a 1999 Pontiac Grand Prix you have Fuse Panel "under the hood" & "the Instrument Panel"..........................

Check the Passenger side Fuse Panel, may be inside Glove box or right side of I/P
Check the fuse I stated.........CIG LTR
