The water level looks really low to me in the bowl

Raise the water level in the tank to the very very top. Just leave a tiny little space. Let me know if that does anything. As you flush take a look at that plunger in the middle and let me know if it stays up the entire time or if it goes right back down almost immediately

so without a video, explain to me exactly what happens when you flush the toilet

The fill valve is adjustable. Before you install it, you twist it counter clockwise and you raise it to whatever heights you want. Since you already installed it, don’t worry about it now it’s high enough that it should work. You are probably talking about the little round knob that you’re twisting. That’s only for fine-tuning.

So if you flush it and the water comes all the way to the top and then slowly drains out, it is definitely clogged up! If you put a auger thru it and have plunged it many times, then either you have a solid object in there like a brush or something or the blockage is in the pipe below the toilet and you will have to pull up the toilet to snake it out. (Those specifications are only to save water not to get a good flush)
