Not sure what you are asking but there are no laws governing how fast your toilet fills .The handle / fawcet controls flow into the tank
. Make sure it is turned all the way on .

The other part involving flow to the tank is in side the tank . These often get clogged and need replacing . This is the more likely .I will send a link .

There are laws governing the size of the tanks that can be sold .
This does not mean existing tanks have to be replaced . It only lets the suppliers sell certain size tanks. How fast they fill is not an issue.
Correcting your flow to maximum is not a code or legal issue .
