My hot water heater would get too hot so I replaced both

My hot water heater would get too hot so I replaced both thermostats and turned them down below medium. Months later, the heater ran out of hot water and no resets on the thermostats were tripped
JA: How long has this been going on? And how severe is the problem?
Customer: Previously, the water would get to scolding hot. it was ok after changing all the thermostats
JA: Do you plan on doing the work yourself?
Customer: Yes
JA: Anything else we should know to help you best?
Customer: I'm on a well. I shocked the well last fall. There are two filters ahead of the heater tank
