Unit works great as long as faucets/showers etc.are on full flow but if rinsing dishes or shaving with minimal flow the water turns cold.

I'll assume the unit you're talking about is a tankless water heater. Tankless water heaters require a minimum flow before they will fire up. The minimal flow you describe is likely not enough to meet it's minimum flow requirements. This is one of the down sides to tankless water heaters.
