Welcome to Just Answer, my name is ***** ***** I will do my best to help you with your issue. If my initial response doesn’t answer your question then let me know and we can continue our conversation.

An 11 error (C2 is where it the cycle it occurred) is an ignition failure error. If your guy cleaned the flame sensor then the sensor/igniter may need to be replaced. You don't need a new heater. Call a different plumber to fix this. If you tell the new guy you know what the error means he may not try to sell you a new unit.
