It depends on the toilet, but if it's not clogged it should be filled to the weir of the trap. If you look at the side of the toilet you can see the built in trap.

I have 2 of the same brand and model and one has the water "deeper" than the other

If they are identical it should be the same unless there's a slow clog. Bowl water level is not adjustable

It does not seem clogged as it flushes well.

Then the toilet's traps are not identical

I found the answer on the Kolher website:
"If you feel the water level in your bowl is low, make sure the rim feed hose is connected to the flush valve."
I inserted the white feed tube into the flush valve and it now works fine.
