Brand new water heater from home depot installed around october

brand new water heater from home depot installed around october 2015 i now have no hot water . my first step test for a/c power at heater i have 123 volts on both hot lead coming from house breaker panel check for power at thermo stats tried reset button have power at both thermostats . killed power reomoved wires from heating elements check both with a ohms reading at a 20 ohms setting on meter readings on both elements readings were 12.3 and 12.0 still have no hot water

Do you have 240 across both hot leads? You need to probe across both leads not each lead to common
