Starting at the hose end the first one is a debris screen that must stay in place or the head will be more prone to clogging up (is the screen clean?). The second one is the flow restrictor. You can't remove it entirely because the thickness of the restrictor disk is required to make the hose connection tight. But you can (carefully) enlarge the hole (don't break the outer ring) so you get more flow. If the flow is still weak then unscrew the aerator in the head and clean that out.
