So you have a shallow well pump with a holding tank? and the pump is short cycling (on then off then on again in short order)? do you have an old galvanized tank or a newer diaphragm type tank?

Short cycling usually indicates a tank that's water logged. The fix is usually to turn the pump off and drain the tank completely then turn the pump back on
