Symmetry is always a tricky thing when one side looks better or less involved that the other. The reasons for this are numerous. It can be as simple as one side was larger to begin with or as complicated as another area called for a more comprehensive procedure. If her surgeon is confident that her result after just 2 weeks is progressing normally, then I would defer to his expertise and stop worrying. Most eyelid surgery is going to have several weeks of swelling before her body begins to show signs or evidence of the final result.
