To help with this issue, may I ask:
1) The FULL Make and Model Number of the phone SYSTEM you are working with? Since this is a cordless system, that model should be printed on a sticker on the bottom or back of the LARGER MAIN base (KX-TGDA51 is single a cordless handset).
2) How many TOTAL cordless handsets do you have with this system, and if more than one, do ALL handsets have this issue?
3) What phone service provider (phone company) you have for this phone line?

Hi again,
According to my notes for that particular series handset, the handsets have what is called a "One-touch ringer off" feature for EACH cordless handset - that may cause the "bell with a line through it" to appear and silence the ringer.
So the ringer can be turned OFF (or back ON) by pressing and HOLDING the zero (0) key, until the handset "beeps".
See attached instructions. (click link below).
Please give that a try and then have someone call from an outside line - to TEST if the handset now RINGS for that call.
