Can you tell me a bit more about the problem please:

1) If you have multiple handsets (within the same system), does this happen with all of them?
2) Are there other phones or even a fax, outside of this system but on the same line? If so are they working properly?
3) Is this a landline from the local phone/cable company, or a VOIP service (vonage/magicjack/etc)?

on all lines. fax is fine.landline from Verizon/ sat.Directv.am also dealing with constant line in use because for some reason the voice mail on main line is on. I can't disengage. I've unplugged, done everything I know how to do

You CAN'T call me can you? I would LOVE to talk to someone and get this thing resolved.

have cell but only bout 100 minutes hopefully will b able 2 solve this driving me nuts! number is(###) ###-####u may call now

it appears to have failed on your end due to a payment issue. You may need to increase your deposit or call your bank to clear a security hold on your account (the 2nd charge is usually what triggers this, not a problem with the card number/info).

You might have to click the call request button on your end again to try to accept once the bank says everything has cleared

Verizon says no problem cause when they call chek line they get alternate voice msg and they think all is well
Do not seem to realize no one here using phone :-(

Okay do you have any other phone there, besides the panasonic system, like a regular corded/wall phone, and old kitchen or "princess" phone, etc?

O I just realized! I am so sorry. There is not a thing wrong with your Panasonic system. Problem rests entirely with the lines. Phones are just fine. I was hoping you could help me figure out what the matter might be w/lines before I lose my mind. Thank you for trying, Nathan, I won't do any more to put gray hairs on your head. Thank you so much for your help. Just wish I could get someone with my carrier to be as helpful as you.

Okay so it sounds like other phones have the same issue,

if so, that does 100% confirm a line fault, nothing with the panasonic.

So at this point you'll need to call verizon out again and insist that they actually send a tech out on site. They cannot properly diagnose a line fault remotely, despite what they may tell you. Call back, ask for a supervisor, and tell them what you told me about multiple phones, even corded ones, all having the same problem, and then they should send a tech out to fix the faulty equipment on their end.
