Can you tell me a bit more about the problem please:

1) If you have multiple handsets (within the same system), does this happen with all of them?
2) Are there other phones or even a fax, outside of this system but on the same line? If so are they working properly?
3) Is this a landline from the local phone/cable company, or a VOIP service (vonage/magicjack/etc)?
4) Do you have dsl service on the same line?
5) Full model of the phone(s) (printed on sticker on the main base station, not the handset)

there are 3 other handsets and yes, it happens to all of them but not all the time.

The mute indicator is not a concern here. That is normal, it is showing that as an option that allows you to mute the phone if you press the button, it is not automatically on.

Separately, the issues you're having intermittently could be from the panasonic or the cable service.

As a first step, please unplug power to your cable modem for at least 5 minutes, replug, give it another 5 minutes to start up, then test again and let me know the results please.
