My kx-tge 430 does not ring on incoming calls, not the base…

OK - if you tap the LOCATOR button - on the main base - do the handsets ring?

Also, have you had any OTHER phones attached to this phone service BEFORE attaching the Panasonic system, and did they work (ring, make and receive calls, etc.)?

OK - so you have only had this service for a short period of time - is that correct?

And when the system was installed and set up, was it TESTED by the person that set it up?

And can you get a dial tone and make OUTGOING calls - successfully?

Three months? Wow that's a long time - not to hear calls ring in.

OK - do the handset FLASH or light up - when calls come in?

Are there any "icons" on the display of the handsets - such as a "bell" with a line through it?

OK - do you have a "bell" icon on the screen - with a line through it?

OR perhaps an icon that looks like a series of Z's (Zzz)?

OK - may I ask if you have a friend or neighbor close by - where you could take the phone (base and one handset) and connect it to their WORKING phone line - TO TEST if the ringer sounds there (for an incoming call)?

OR - could you borrow or otherwise acquire a "known good" phone - and connect it to your phone service (phone jack), and TEST with that phone?

As you may be able to tell, the purpose of these steps is to TEST - and find out if this is a PHONE issue or a SERVICE issue.
