To help you with this issue, may I ask:
1) Were these phones purchased as a NEW single package system, or perhaps and "used" or "refurbished" handsets?
2) Where were these phones purchased?

OK - if these were NEW and part of ONE PACKAGE, ALL of the handsets should work properly. This assumes that ALL handsets are "in range" of the MAIN BASE unit.
So is the ONE working handset the one from the MAIN BASE, and the other two are relatively FAR AWAY from the MAIN BASE?

I have attached an image of a CS6929 system - with a MAIN base, and "charger", and two handsets. Can you tell me EXACTLY what components came in the package - of the working unit (that gets dial tone)?
So you have THREE MAIN BASE UNITS - as shown on the left of the image - is that correct?
OK - so do you have THREE separate WORKING PHONE JACKS - where the phone cords from EACH MAIN base can be connected?
