Are you using Mediacom's VoiceMail service or the Panasonic's built-in answering machine?
A likely possibility is that for some reason, the Mediacom's VoiceMail service has been inadvertently enabled and the "...beeps every 10 minutes..." is a reminder from them that there are messages in their server.
Have you tried calling/inquiring from mediacom?
If have not been tried, can we ensure that the VoiceMail detection of the Panasonic is turned off?

Since this is a "...new phone..." and we have performed all the readily doable in-house checks, the only test remaining would be to try the phone system to a friend's or neighbor's phone line.
Would you be comfortable giving this a try?

Which then would eliminate the new Panasonic KZ-TG3634 as a suspect
...and brings us back to the telephone wires / house wiring (least likely)
...or the phone service the wires carry; Mediacom (most likely).
Are there any other devices, fax machine, emergency calling devices, security system that makes use of the same telephone line?
By process of elimination, it would point to the Mediacom service.
We have checked/tested all the possible settings/suspects and even tried another telephone line with your friend.
The only factor left would be with the phone company.
