We've FIVE CL83551 phones. 3 of them are fine. 2 don't work

We've FIVE CL83551 phones. 3 of them are fine. 2 don't work w/ the same symptoms. No dial tone, no intercom, no apparent communication w/ the base phone (which works fine.)
Both sick phones show red charging lights, fully charged battery icons and ring tones work.
We reset both phones by unplugging/replugging. We brought them to the same room as the base unit. Cords are fully plugged into their bases, and the power supply cord firmly into the wall.
Please help us out here! We're in a townhouse with 3 sets of stairs and purchased these units to save our aging bones from lunging up/down stairs to answer calls...
